does clicksor PopUp Harmful?

I heard that Clicksor PopUps are harmful, so it is bad to place them on the site. Because google don’t rank the site which has the Clicksor PopUps. I heard that Clicksor is black listed by google.
I want to know your feed back, that is that right what I had heard from some persons?
