Paypal Keeps Declining HDFC NETSAFE CARD!

Hello,
I tried to pay with HDFC netsafe Virtual credit card via paypal..but transaction is declining…anyone can help me find a way to contact HDFC netsafe department..paypal is showing the following message.."please contact your card provider"
