Mobile website Redirects

Hi, I have my mobile sit located at m.debtarrangementscotland.co.uk and I want to change my .htaccess file so that people surfing from their mobile phones can access it.
Also, I want to redirect my index.html page to www.debtarrangementscotland.co.uk
Can you help me with the code?
