PPC Bid Management Tools

I am looking for a program that does bid management for Google, Yahoo and Bing (I yahoo and bing are now the same). I already have a great tool for campaign creation, I am really looking for something that takes care of daily management. I would like to stay away from the programs that want to charge based on your ad spend and would rather pay a licensing fee. Suggestions? Thanks for your help.
