Hacked/normal or ads?

Guys, I am sure all of you saw these boxes when you open a new window that you are a winner or a 999, 999 visitor of the website.
Could you please tell me why such things pop up?
Does it mean that the website can be hacked? or encounters viruses?
what is this?
