Free PPC advertising made someone millions of dollars

Or so it has been claimed. Has anyone subscribed to the ebook describing how to get free PPC advertising as seen here:

Would Google and others even let someone get away with expensive PPC advertising for no costs at all?
Seems unlikely, but perhaps someone has an idea how he gets away with it.
