What are the best PPC programs?

Hi y’all,
I’m new to the forum & DP, and PPC in general!
I was wondering what PPC programs are out there, adn which ones are the best for beginning advertisers or new sites?
Do any of them offer acredit towards free advertising?
I’ve heard a lot of people have lost a lot of oney with aprogram called Adwords by Google, is that true?
I’d really like to start some PPC advertising, but have no idea where to start!
Can anyone help me?
