Looking for PPC program for non-English site

Hi,
I’m looking for a Pay-per-click program for my non-English (Dutch) website. I’ve tried Adsense before, but got banned like many others here. I’m not allowed to subscribe for YPN because my website is in Dutch, and the same reason for Chitika. Do you know some good PPC programs with good earning that allow non-English content websites?
