High paying keyword?

hi. it’s been years that im trying to make money with sites.
During a while, i thought that i could make money with high paying keyword such as attorney or lawyer.
After few days, the CPC i earn with adsense is only $1 per click or less.
Could someone explain me how to reach the $20 estimated?
