Url shortener where you pay for advertisements with credits from referrals not money

I’ve looked around for some time and haven’t found any – an url shortener where you can pay for your advertising with credits earned from referrals.
I know that such a service exists, because it has been somewhere mentioned, but the author couldn’t be reached.
