Best affiliate network for selling ebooks

Hi!
I am writing a few ebooks (SCI-FI, Action).
What would be the best way to sell them?
I think they will all be .exe compiled with a ebook maker program that I have license for.
I don’t know how can I make .pdf with copy protection so I can sell them also in this format.
I’m not interested in programs that put me to pay 20-50$ so I can list the product.
I prefer one that gives me, let’s say 70% of the product price.
I’m from Romania, do I need to pay VAT to the State from my income, all the VAT is taken and paid by the seller website?
Ebooks prices will be between 8-10$ US dollars.
