looking for hotel affiliate

hello folks-
i’m starting a small geo hotel site and i’m looking for a good hotel affiliate program for new/small hotel sites.
i have contacted a few but they all require established traffic or a track record of booked hotels from the site.
i need a program that would accept a small/brand new site.
