Why my valueclick codes do not work ?

Hey guys,
A week ago I was accepted by valueclick and I set up the codes 300×250, 160×600 and pop-under. First 2 days were fine than suddenly my pop-under stopped appearing and the banners were working but always ‘charity’ banners. I contacted to CS but how I explained my issue, they respond me with different things. I told them "I have got more than 50 thousands visitor but I see only 1 (not a thousand) or 2 impressions on pop-under." Answer was "I have noticed that the pop-under frequency cap that you currently have within your website has a frequency cap of 12 hours. Therefore will only be displayed to users once in 12 hours. This may be the reason why pop-unders appear not to be shown. I recommend generating a new ad code with a lower frequency cap if you want these to be displayed more often."
