CPC alternatives to Adsense that work well with international traffic

I am on the search for a new company that is similar to adsense cpc. I have tested programs out like MIVA and exoclick but neither work. I need a progran that targets the keywords of the page and displays ads relevant to the text- just like adsense.
I am currenty using Adengage, almost all of the ads have no relevancy from there RON ads.
What other cpc programs are out there that work well with international traffic?
