Sign up with Vibrant Intellitxt Error Msg came up!

Hi,
I just went to Vibrant Intellitxt website and signup with them as Publisher. I filled out everything and then I submitted my application, but it gave me a error msg below.
msxml3.dll error ‘800c0005′
The system cannot locate the resource specified.
/includes/contact/publishers_crmredirect.asp, line 19
Anyone has this similar issue like me?
