IDK What PPC Company to go with!! HELP!!! (Specific Requirements)

I work for a direct response marketing company and we are trying to recruit females for a product trial within ~1000 miles. IDK who to go with who will accept an ad for this type of thing. Facebook and Google keep rejecting my ads…
I have tried Black Label Ads, I’ve had 12 clicks and no conversions (Spend $20)… But im starting to think there are no females that look at those ads. (How many conversions should I be expecting per click?)

Who can I go with which is more liberal about the types of ads they display, but also has a good female audience to sell to?? I’m running out of ideas! I’m very new to all this online advertising.
