Do Ad Networks Get Good Money From Redirects?

This is something that I have noticed with smaller ad networks, they have ads in their code that redirects the browser to a different web site than the one the visitor wanted.
Do ad networks get a decent amount of money for this?
I ask because when it happens I contact the ad network and inform them and they never do anything about it. So I’m assuming they are turning a blind eye due to the monery they get from these ocmpanies.
