CPM – What’s the best company

Who’s the best company that pays high and pays on time for CPM ( banner display only)
I heard abt Valueclick and burstmedia are there any more
Need some real and good ones … pays high say abt 60 to 70 % and pays quickly say net 7 or 15
Actually most of the new or some old companies actually use the services of VC and other to get ads displayed and pays very less
Are there some real ones that pays great and also have good advertisers ( well know ones )
Best would be if they pay via paypal too
