I need good ad management software, what can you suggest?

Hi, I need an advice! I’m looking for a good ad managment software. Want to exploit advertisers in my country, but don’t know what software to choose.
While searching for a reliable ad soft I found out that most of the webs have Google Adsense, but there is no opportunity to have my own advertisers
Google Adsense, Yahoo Publisher Network, MS AdCenter all are based on the same principia, so I’m a little confused, which one is better?
Also there is paid software smartpps evo (http://smartppc-evo.com), is anyone heard about it? It suits almost all my requests, accepts publisher part. But I don’t want to throw away my money, not knowing if this system reliable or not.
So, first of all I want to hear what you will suggest me.
And some advices about smartpps evo if someone used it or know smth about it.
