Two Dollar PTC Site……….Scam or not

I have visited twodollarptc site and observed that its ads are valued From $11 to down $2 per click, and there is about 500+ daily ads. According to their terms and condition, they will pay on request on 45 days…….Plz inform me what is actually the site……..? Scam or not……..thanks
