Best PPC affiliate

We will open a Cashback/Reward site next month, but we have some questions regarding the best PPC affiliate. We are looking for an affiliate network that brings from other sites and lets advertisers use them on their sites. Then the advertisers get some bucks per time one of their users click on one of these adverts. I found this: www.euroads.com, but it is very small. They have surveys, banners, textlinks, newsletter signup etc etc, and you get some $$ per time a user clicks, signs up etc. My question is; is there anyone bigger similar to them?
