PayPerClick that pays in paypal?

Right now, i have bidvertiser they payout at 10$ in paypal Which is the type of thing im looking for however bidvertiser pretty well sucks. The higher paying adds (max. $3.30) dont show up even if they aren’t geo-targeted.
So what im looking for is something that pays in paypal, with a low payout limit that has targeted ads and shows the highest paying adds first.
