which CPM site would suit me ??

i’m from India
i want to join CPM site that pays me through paypal and does not require submitting any tax forms.
i was rejected by TF, Casale, adsdaq
am using mediashakers.com.. i’m getting around $ 0.8 – 0.10 for US traffic.. is it good ?
