Looking for the best PPC that allowed PTC websites / need ur Help

hi guys
im planning to lunch my own site (sustainable one) but i have to income more sources so i can pay all my members , i dont wanna care on the sales .
and you know how hard to find advertisers so i was thinking to use a PPC like bidvertiser or something i dont know much about them
so can u guys help me for the best one and they allowed PTC site ( not like adsense)
