Adsense disaaproval

Hello,
My clients site recently got disaaproved for adsense..
after submitting application
i was seeing this in his adsense account
a redbar saying your site is under review

as u can see u can see post adcode link
he just generate few ads and put it on his website
till he got disapproval mail from google
my query here is should he have waited here till the review was complete to put the adcode or he just did right? his site just needs…
