Paypal Verification

As i know paypal is the payment processor website and limited with countries. In my country it also not available. I've heard many verification processes to get a paypal who are not allowed to use it as country based.
Most popular method I've found is payoneer card verification. But I am not certain about it. Anybody have extra paypal account verified can sell one to me. Please name the price.
