CPC Best Choice?

Thinking hard and looking into companies a little and here are sooo many… I plan to run a small chain of info sites (info on various things) I know I wont have ALOT of visitors and I dont want CPA and CPM seems almost dumb…. so CPC sounds like it is the best for my case?
Looking into CPC… would google adsense be the highest average for CPC?
