paypal payments service needed

There is one problem i am facing – it's a paypal payments.
When I receive a payment in my country, this money go into a pending balance. Payments stay in pending balance for 30 days and I can’t use or withdraw them.
I am requesting for JV partner who'll receive my paypal commissions for me and i'll give 15% of payments received.
