resell ads (cpm)

hi,
i want to start a small cpm-advertising network and want to resell cpm-ads of other networks as default ads, when there are not enough advertiser-ads.
do you know cpm-ad-networks that allow ad-reselling? or do you have to ask each ad-network for permission?
