Starting an ad network

Hi, I would like to know your opinion regarding starting an ad network.
I've been reading a lot of blogs about ad-network. But I still have one question in mind. How to get the first few advertisers and first few websites to display ads?
Any tip/suggestion or an advice would be highly appreciated.
