DotNetNuke Upgrade and Migration

I am looking for an expert in Dotnetnuke to be able to migrate and upgrade a site. Site will be migrated from Old VPS to new VPS and we want to upgrade DNN at same time.
Will involve signing an NDA with us and prefer a US resident.
May require some template/design work if upgrade causes issues.
