Freedomofads — are they for real?

I just tried to sign up as a publisher on freedomofads.com, but I failed for the curious reason that they haven’t got a working link to their TOS anywhere on the site! WTF? What kind of an operation is that?
I’m getting 404 errors on these two links (which I clicked on the main Publisher page of the site):

Also, the FAQ page here is missing a working link for the agreement: http://support.freedomofads.com/index.php?_m=knowledgebase&_a=viewarticle&kbarticleid=1&ratingconfirm=1
On top of that, the last step of the sign-up process has a link titled "Publisher Agreement" with a checkbox next to it where you agree that you’ve read it. However, that link just gets you back to the first step of the sign-up process.
