PPC Expert wanted!

I am trying to give away a free gambling ebook and want to use PPC to do this. However, the PPC providers (Google and MSN Adcenter) dont seem to want to show my ads.
I understand the problem with google, but with not with adcenter – If I type roulette into the search engine then loads of sponsered ads come up, indicating that roulette must be an accepted keyword no?? It says my campaign and my ad group is ‘active’ indicating that there is no problem with my site, yet the keywords remain ‘inactive’ and have done for over a week now.
Any help would be appreciated. If anyone who usually charges for their time wants to get in touch also I would be most grateful!
