FTP server and chroot: SSL3 alert write: fatal: protocol version

When i enable "chroot_local_user=YES" in my FTP server config /etc/vsftpd/vsftpd.conf
then the FTP client (WinSCP) says:

Server asks for authentication with a client certificate.
SSL3 alert write: fatal: […]
