Buying traffic for my website

I am thinking to buy traffic for my website . I was thinking to pay to get it from fiverr . I am newbie in this field could You advice me and help me to know about that kind of things.
1.Is buying traffic for website good Idea ? ( I know that I shouldn`t buy twitter followers ) .
2. Is buying traffic the same as buying backlinks ?
3. Any advices from You .
