I want to pay per clicks..but where?

I'm interested to advertise my fashion related website and pay per quality clicks. Can anyone recommend me a good network I can join except google? Google is a way too expensive..can be 2-3 USD per click. I can pay 0.5 to 0.10 USD per click but I do not know what is the best way to do this.
