Which is the best SEO Software ?

Hi Guys,
I am new to backlinking so just looking for abit of advice before I get my website black listed from search engines etc…..
Has anyone used this website Backlink Builder
I just tried it and searched for my keyword, related topic and found a few sites PR 3 and 4 which allows me to submit my url to their site.
Should I do this? or will the search engines look down on this?
Also will having my website url in my signature on here have any inpact, negative or positive etc..?
