Looking for a photoshop expert to beautify jpg pictures

I have some pictures in jpg format, and want some photoshop expert to change the background to make the picture more beauty. Example picture are here: http://www.aonu.net/images/h_1900.JPG
First I want to change the background, since the current bg is dark white. It will be better to make the bg another picture, e.g. a light color global map.
Second, if possible, change some texts, e.g. change LB-1900 to LB-1609, 280+-20 to other values, etc
