What I feel is the biggest PR mistake

Hi I have been to several top SEO companies for interview and I felt that they still are not aware of the the fact the PR distribution is a spammy way of promoting website.
I feel if you share same content on 100's of websites all having links pointing to your site, be it PR you will be penalized.
What do you think about it.
