Custom WordPress Theme Required!

Hello everyone,

I am looking for someone who can create a custom WP Theme + Mobile version.
The design will be given in a .jpg format on which the person has to work on. There isn't anything difficult about the website. The only troubleshooting part is embedding videos on the page.
This is an easy project as you just need to deal with CSS, HTML 5 (maybe a bit of Java Script and jQuery).
You must be fiamilar with Vine Platform and WordPress
