Best Software program for

Greetings, I am soon to be designing a product that would consist of prox. Four public domain photographs of historic buildings along with some script writing at the bottom of the page. The end result would be framed and marketed towards graduates. Lookingfor advice on best software for such a project. I have been told Photoshop is the only way to Go….?
