Question Hold payments in paypal – freelance site

Hi
Some one has asked me to design a freelance website for them
The key issue is payments
She wants to work with paypal but we are looking for a way a customer pays the site a fee lets say $100 we the site take $10 and after the job is completed the freelancer gets the $90
Like in fivver and I am sure other sites
Is there a simple way in paypal or another payment system to do this or do I need to create my own script and how should I go about this
