SEO process for two different language

Hi,
I am newbie here, i like to know about how i make strategy for my website, i want to target two country. ( India and Kuwait) with two different language ( English and Arabic).
I want to know now, What i am doing to get top rank for some keyword ( different language ) like "web service in kuwait" English and Arabic also.
how i am add meta tag, create content, or how i am apply some link building method.
