Essential Help For Creating Account

hey guys ;
i dont have any web (Site/blog) now but i want to start using adsense
i just have some questions about that
1-i dont have any site . can google approve site that created 1 day???
2-i have a seven months plan that includes getting 1K$ Dollars Per month. can i have 7K$ after seven months?
3- are there any limit for adsense pays? i mean can i getting money any time or not?
