How does facebook verifies celebrity accounts?

I was wondering how does facebook, twitter or other website verify not only celebrity accounts but regular accounts. I would like to verify accounts on my website. So that I can know exactly if account belongs to the user he/she claims to be. (It's about auctions so that would be helpful).
What would be the most effective way?
