How to contact webmasters to offer links?

Hello!
I have a PR5 niche blog on eductation niche and I want to sell link to bloggers in the same niche. How can I contact them? Should I email them (I don't want to spam) or should leave comments on posts?
I already made some research and found some bloggers who might be interested.
