Should you promote CPA offers that on down trends?

Hey Guys,
I wanna hear your opinion about this one..
Should you promote CPA offers that are on down trends?
Let's say if there is a drop in ranks from 9000th to 27,000th in a span of 6 months.
Google trend also confirms that the trends keep going down.
Will this affect my conversion rate? has people been blind/ ignore the offer?
Is it still possible to run a profitable campaign for an offer like this?
