Get someones name and address from paypal

I am not sure how to approach this but I wondered how difficult it might be to get someones name and address from paypal? For example if you did not disclose the name address with the transaction, you lost an appeal and now wanted to follow up with legal action – in the instances of a civil case, does anyone have any idea what the process would be?
