Should I buy or Build likes on Facebook?

Hello guys
I have a dilemma, I want to build a strong, engaged and powerful social media network, especially with Facebook, however since I started to invite people to like my page, it is just going too slow. What can you advise me? Should I buy or just keep building? If I have to keep building, what strategy can you propose me? I will appreciate your feedback because they might be a lot of implication between buying or building.
When I sai buy likes I mean pay for Facebook advertisement….
