freelancer wants to book FIR against me

Hi,
I run a chat script project and i have been came across internet fraud 1 times and this is the second time with fraud freelancers.
I and the freelancer both are from india but from different states.
I posted project on elance with 18 task and the freelancer bid on my project of $220 and i clearly mentioned in the project that i cannot pay more then $220 and he said yes he will complete all 18 task in $220. He even fixed one issue for which i paid him $25 as advance on getacoder.
